It’s a way of indicating that the speaker isn’t necessarily aligned with the feminist movement, but still believes in the principles of equality. The phrase “I’m not a feminist, but” is often used to preface a statement that would otherwise be considered feminist. Gatekeeping is a tactic used to hold on to characteristics or practices of a culture and not allow anyone outside that culture to take on or use these practices and shame them if they do.
